Makes 2 Servings<\/strong><\/p>\n 2 cups water In a covered saucepan, bring the water and spices to a boil, then set aside to steep for 10 minutes. Return the pot to the heat and bring the spiced liquid back to a boil. Off the heat, add the tea bags, cover, and steep for 4 minutes. Remove the tea bags and spices. Pour the spiced tea into a heatproof container and cool to room temperature. Cover and chill the tea until cold, 4 to 24 hours.<\/p>\n To serve, fill 2 tall 12-ounce glasses 3\/4 full with ice cubes. Divide the chilled tea between the two glasses. Using a tablespoon, gently float 2 tablespoons of the evaporated milk over the tea. If desired, garnish with the cinnamon sticks.
