Makes 20 Servings<\/strong><\/p>\n 3 cups all-purpose flour Preheat oven to 350 degrees. Grease a 9 or 10 inch cake pan.<\/p>\n Sift together flour, baking soda, baking powder, and nutmeg. Add Splenda. Using a pastry blender or two knives, mix in oil until it is evenly dispersed. Add caraway seeds and raisins. Add buttermilk and stir until dough forms a ball. Pat into prepared pan using the back of a knife or spatula.<\/p>\n Bake for 40 or 50 minutes until golden brown.
